The computation of arctangent usually belongs to the [- π, + π] interval, It uses a OFFSET parameter to obtain a value of Y in the [OFFSET - π, OFFSET + π] interval.
This Block is equivalent to spesific ARC-TANGENT Block from Eurostag.
